In each vicinia the fountain was of fundamental importance to the life of the population.
Strict rules contained in municipal statutes protected the fountains and their appurtenances. One could not build over the archway in murature, it was forbidden to tamper with vases and burrows, severe punishments were provided for those who fouled the waters or abandoned garbage under the vaults.
