XI, when power passed to the Commune, the rule of Bergamo was increasingly exercised by the bishops.
Bishop Adalbert, after the partial destruction of the defensive structures by re Arnulf in 894, would rebuild in 904 the fortifications of the City.
Based on these assumptions, local historians have also attributed the construction of the tower, which was actually a 12th-century noble residence, to the bishop.
The tower is one of the few survivors among the dozens anciently existing in the Upper Town.
