After the Unification of Italy, it marks the transfer of political powers from the Upper Town to the Lower Town.
The design is by Pier Antonio Preda, the high-reliefs on the facade are by Pagani, Ceruti and Maironi, while inside are frescoes with mythological subjects by Giovan Battista Castello.

In the 19th-century Palazzo della Provincia, in addition to the charm of the many sculptures by Giacomo Manzù located in the courtyard and along the access staircase, there are also displays of the artistic heritage of the Province of Bergamo placed in the large spaces created after careful restoration work.
